Public Procurement and Disposal of Public Assets Appeals Tribunal

The Public Procurement and Disposal of Public Assets Appeals Tribunal (also known as PAT) is a Tribunal that handles Public Procurement and Disposal of Public Assets disputes in Uganda. The Tribunal’s core function is to hear applications for review of decisions of the Accounting Officers made to it by aggrieved bidders, or persons whose rights are adversely affected by the decision of the Accounting officer.

Remedies — cancellation of procurement and setting aside of award where eligibility criterion is vague and bidders fail to demonstrate compliance.

Accounting officer’s late administrative decision meant the applicant filed out of time; Tribunal lacked jurisdiction and struck out the application.
Public procurement — administrative review — statutory timeframes — ten days are calendar days — duty to decide commences on receipt of complaint regardless of payment of fees — Tribunal has no power to extend time — application filed out of time incompetent.
